The Niger Delta Youth For Good Governance (NDYFGG) has announced Thursday, October 30, 2025, as the date for the maiden PAP Day Celebration.

NDYFGG National President and Chairman of the PAP Day Celebration Planning Committee, Comr. Lucky O.O Ukueku, made the announcement in a statement issued over the weekend in Warri, Delta State.

Comr. Ukueku said: "On behalf of the PAP Day Committee members, I am pleased to invite the general public to the upcoming PAP Day Celebration, which will hold on October 30, 2025, at Edwin Clark University Kiagbodo Town in Burutu LGA, Delta State. I invite all Niger Delta leaders, ex-agitators, PAP scholarship beneficiaries, and stakeholders to attend."

He also commended the Administrator of the Presidential Amnesty Programme (PAP), Dr. Denise Brutu Otuaro, PhD, and his Technical Adviser, Mr. Edgar Daniel Biu, for their outstanding work.

"As a PAP beneficiary and the first elected Executive Pioneer National President of PAP Scholarship Students Worldwide, I must confess that Dr. Otuaro's engagement with beneficiaries, in terms of human capital development, scholarship, and leadership training initiatives, are commendable," Comr. Ukueku said.

"The recent leadership training for program leaders and the deployment of numerous Niger Delta youths to universities in Nigeria and abroad are notable achievements. Dr. Otuaro has set a new standard by deploying the highest number of students in PAP's history, all from the Niger Delta region. Dr. Otuaro has brought a new face to PAP and deserves the support of every well-meaning son and daughter of the Niger Delta."

Comr. Ukueku also commended Mr. Edgar Daniel Biu for his commitment and good work, particularly in addressing beneficiaries' concerns.

"I commend his efforts and call on the Niger Delta people to give them the necessary support and encouragement to do you more, as they have restored the program's glory," Comr. Ukueku added.

He explained that the PAP Day Celebration programme “is designed to celebrate our heroes past, discuss the impact of PAP in the Niger Delta, and highlight areas that need improvement.”

"Let's work together to ensure the success of PAP and the forthcoming program," Comr. Ukueku pleaded.
