Uduaghan appoints new Auditor-General, as Assembly confirms new Chief Judge

Outgoing Governor of Delta State, Dr Emmanuel Uduaghan, has forwarded to the State House of Assembly, a nominee, Mrs. Mary Brown-Njokanma, for appointment as the State Auditor-General.

The appointment was contained in a letter to the State House of Assembly by the governor and read on the floor of the house at Tuesday plenary by the Speaker, Rt. Hon. Peter Onwusanya.

The governo, in the letter conveying the name of the nominee, Mrs. Mary Brown-Njokanma, as the new Auditor-General of the state, said the appointment was in exercise of the powers conferred on him by section 126, subsection one of the constitution of Federal Republic of Nigeria.

In another letter, the governor forwarded to the house, a nominee, Mr. Abel Esievo, for appointment as the new Auditor-General, Local Government.

Dr Uduaghan said the appointment was also in exercise of the powers conferred on him by section 92, subsection one of the Delta State local Government Law 2004.

He informed the legislators that the appointments were based on recommendations of the Head of Civil Service of the State, Patrick Origho.

The governor solicited the cooperation of the house towards the consideration and confirmation of the appointments.

Meanwhile, the Speaker, Hon Peter Onwusanya, has directed the two nominees to forward 35 photo copies each of their Curriculum Vitae and Credentials to reach the Clerk of the house on or before Tuesday, 2nd June 2015.

In a related development, the State House of Assembly has confirmed the appointment of Justice Marshal Umukoro as the substantive Chief Judge of Delta State.

The confirmation followed a motion to that effect by the majority leader, Hon Monday Igbuya after a successful screening of Justice Umukoro on the floor of the house at its plenary session presided by the Speaker, Rt Hon Peter Onwusanya.

The State Governor, Dr Emmanuel Uduaghan had in a letter to the State Legislature, said the appointment of Justice Umukoro as the State Chief Judge was in consonance with section 271 of the 1999 Constitution, as amended.

Dr Uduaghan in the letter, stated that his decision to appoint Justice Umukoro as the Chief judge of the state followed the retirement from State Judiciary of Justice Z. A. Smith on 4th May 2015 upon attaining the mandatory statutory age of sixty five.

He said Justice Umukoro who was the next most senior in the state was appointed Acting Chief Judge in line with section 271, subsection 4 of the constitution pending the recommendation of the National Judicial Council.

Governor Uduaghan disclosed that the National Judicial Council has in a letter dated 20th May 2015 recommended to him Hon Justice Marshal Umukoro for appointment as Chief Judge of Delta State.

Also at the plenary, the house screened and confirmed the appointment of Mr Steven Chiadika as the Secretary, Ika North East Local govt Council.

The house also adopted and approved for implementation the established Consolidated Legislative Salary Structure, including the peculiar allowances for staff of the Delta Stats House of Assembly Service Commission as approved by the National Assembly with effect from 1st January 2011.
