According to the agency, applicants are typically expected to meet basic requirements such as residency verification, business eligibility, and valid identification before being considered for state-backed support programmes.
The Lagos CARES initiative was created to support residents and businesses affected by economic disruption. Its main goal is to provide targeted relief to vulnerable groups, especially those whose incomes or businesses were negatively impacted by recent economic challenges.

The program focuses on 3 result areas: Social Protection, Agriculture, and Micro Small and Medium scale enterprises (MSMEs).

Although eligibility criteria may differ slightly depending on the category or funding cycle, just like their requirements, most Lagos CARES-related programmes prioritise Lagos residents and small-scale business operators.
And, applicants who are commonly considered include low-income earners, micro and small business owners, women-led businesses, and youth entrepreneurs.
To complete an application, most applicants are expected to provide: a valid means of identification, a Bank Verification Number (BVN), proof of Lagos residency, business registration documents where applicable, and active bank account details.

One of the most common reasons applications fail is incomplete or inaccurate documentation. Issues such as incorrect BVN details, mismatched names, invalid phone numbers, or unverifiable business information can affect eligibility during screening.
Some applicants also make the mistake of submitting multiple applications, which may trigger automatic disqualification. And another major problem is misinformation. Many people miss deadlines or apply incorrectly because they rely on rumours or unofficial social media updates rather than verified government announcements.
Competition for government grants in Lagos has become more intense, driven by rising economic pressure and increasing youth unemployment.
This means applicants need to prepare carefully before applying. Keeping proper business records, maintaining an active bank account, and submitting accurate personal information can improve credibility during the screening process.
Applicants should also understand that genuine grant programmes take time. Verification, shortlisting, and disbursement may not happen immediately after registration.
