Civic tech organisation, BudgIT Nigeria, has named 11 Nigerian states as top performers in its Q3 2025 States Fiscal Transparency League (SFTL) ranking, after they each scored 100 per cent on key transparency and accountability indicators.
According to details posted on BudgIT’s official X handle, Adamawa, Anambra, Benue, Ebonyi, Ekiti, Gombe, Jigawa, Kaduna, Kebbi, Osun and Plateau emerged as the leading states in fiscal openness during the period under review.
BudgIT said the 11 states distinguished themselves through the timely publication of budget reports, the operation of functional e-procurement portals, and improved public access to fiscal information, including spending and contract data.
The SFTL ranking assesses how state governments disclose and manage public finance information, with particular emphasis on open budgets, transparent procurement processes and user-friendly platforms for citizens to scrutinise government expenditure.
By scoring 100 per cent in Q3 2025, the listed states are deemed to have met all assessed benchmarks for fiscal transparency, positioning them as models for other subnational governments seeking to deepen accountability and build public trust in the management of public resources.
“8 states scored between 70% and 79%, including Abia, Enugu, Zamfara, and Ogun, showing some progress but falling short in meeting all transparency requirements.
“At the bottom of the table, Bauchi, Kano, and Rivers scored below 40%. Rivers State ranked last with 13%, due to missing or inaccessible budget reports. (Daily Independent)
