NUPRC CEO, Gbenga Komolafe
The Chief Executive of the Nigerian Upstream Regulatory Commission (NUPRC), Gbenga Komolafe, rose from a meeting with operators with operators in the oil and gas industry with a stern warning to adhere to the dictates of the Nigerian Gas Flare Commercialisation Programme (NGFCP) or risk having their operational license revoked.
The NUPRC boss read the riot act in Abuja on Tuesday at an executive session with Chief Executives of firms operating under the NGFCP.
He reminded the companies that the Commission, in November 2022, issued “Cease and Desist” letters to producers to refrain from developing flare gas utilisation projects; and not jeopardise the flare profile earmarked for the NGFCP
He said the producers are obliged to grant data access and enable awardees undertake site visits in line with industry acceptable safety protocols.
“Provisions of additional information will enrich the awardees’ project implementation efforts. Also, it is in our collaborative interests to share experiences on host communities relations, security architecture and related information to enable ease of operations.
“NGFCP eliminates the obligation of paying flare payment/penalties by producers/operators when flare project are executed and commencement of operations
“Revenue from handling fee to be paid to producers by awardees for the operations & maintenance of the gas connection assets.
“Awardees may opt to negotiate deliver or pay arrangement in return for a fee to be paid by the awardee to the producer for some levels of guarantee in gas supply.
“The subsidiary commercial arrangements can be negotiated by the parties for a win-win value proposition,” Komolafe stated. (Daily Sun)
