PGF Meeting in Kebbi Charts New Course for Inclusive Growth and Grassroots Prosperity

The Progressive Governors Forum (PGF) has reaffirmed its collective commitment to inclusive growth, grassroots development, and the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR. This resolution came at the end of the Forum’s meeting held in Birnin Kebbi, Kebbi State, from 16th to 17th October 2025—a convergence that brought together Governors of All Progressives Congress (APC)-governed states to review the nation’s economic outlook, policy coordination, and intergovernmental cooperation.

Economic Stability and Renewed Fiscal Confidence

The Forum commended the Federal Government’s steady economic management that has led to measurable improvements in key macroeconomic indicators—declining inflation, stable foreign exchange, rising public revenue, and renewed investor confidence. Governors noted that fiscal transfers to states have increased significantly, bolstered further by the repayment of legacy debts owed by the Federal Government to subnational entities.

The PGF hailed these developments as proof that the Renewed Hope Agenda is translating into measurable impact, fostering growth and expanding opportunities for Nigerians across all tiers of government. The Forum reaffirmed its commitment to sustaining fiscal discipline, enhancing transparency in governance, and building investment-friendly state economies through digital procurement systems and strategic public-private partnerships.

Renewed Hope Ward-Based Development Programme

A major highlight of the meeting was the commendation of President Tinubu’s Renewed Hope Ward-Based Development Programme, a bold initiative designed to empower citizens across Nigeria’s 8,809 wards. The Forum praised its bottom-up structure that allows Federal, State, and Local Governments to jointly deliver development outcomes directly to the grassroots.

The Governors emphasized that the initiative represents a landmark in cooperative federalism—promoting inclusivity, accountability, and community ownership of development processes. The PGF called on the Steering Committee and the Federal Ministry of Budget and Planning to vigorously implement the programme, assuring them of full support from all APC-led states.

Building a $1 Trillion Economy

The Governors also lauded the formulation of the Renewed Hope Plan (2026–2030), which envisions Nigeria achieving a $1 trillion economy by 2030. They commended the adoption of a participatory, bottom-up planning framework that draws inputs from wards, local governments, and states before national collation. The Forum affirmed that progressive states will continue to lead the drive for agricultural productivity, food security, youth innovation, and industrial diversification that will sustain this long-term economic ambition.

Advancing Security and Stability

The PGF recognized the improvements in national security coordination and expressed confidence in ongoing reforms to strengthen intelligence, logistics, and intergovernmental collaboration. The Forum reiterated its support for community policing and security technology, assuring citizens that APC Governors remain committed to building peace and ensuring the safety of lives and property across the federation.

Towards Shared Prosperity

The Forum concluded by reaffirming its faith in Nigeria’s collective future, emphasizing that unity, stability, and prosperity remain the guiding ideals of progressive governance. It called on all Nigerians to sustain faith in the Renewed Hope Agenda and support their state governments in translating federal reforms into tangible benefits for citizens.

In his closing remarks, the Chairman of the PGF, His Excellency Senator Hope Uzodimma, reaffirmed that APC Governors remain steadfast in advancing the Renewed Hope vision from the grassroots upward. The meeting in Birnin Kebbi thus stood as a strong statement of purpose—affirming that under the Renewed Hope Agenda, inclusive governance and shared prosperity are not aspirations but unfolding realities.
