NERC proposes rules to enable solar users sell excess power to grid




The Nigerian Electricity Regulatory Commission (NERC) has called on Nigerians to provide views on its draft regulations designed to enable solar power users to sell excess electricity back to the national grid.

NERC disclosed this in a statement on Thursday, stating that Nigeria’s solar energy has grown significantly in recent years.

In 2023, Nigeria imported over 4 million solar panels, valued at more than $200 million. By early 2025, the value of imported solar panels reached about ?125.29 billion.

This expansion, NERC said, reflects the increasing adoption of renewable energy, particularly in rural and off-grid areas, driven by government initiatives and private sector investments.

NERC also said that in 2024, Nigeria added 63.5 megawatts (MW) of solar power. Now, the country has a total of 385.7 MW of solar power.

Because of this growth, NERC claimed that some people asked the commission to create rules that allow solar users to send extra electricity back to the grid and get paid for it.

“Given this expansion, stakeholders have approached the Commission with requests to explore the possibility of implementing a net metering arrangement, enabling the export of excess power back into the grid for commercial value,” NERC stated.

NERC added, “In compliance with its Business Rules and pursuant to Sections 46 and 48 of the Electricity Act (EA) 2023, which govern the commission’s proceedings, consultations, and public hearings, the commission has developed draft regulations on net billing.”

It also disclosed that the draft document is available on the Commission’s website, https://nerc.gov.ng/wp-content/uploads/2025/09/Draft-Net-Billing-Regulations.pdf.

The commission then urged members of the public to submit comments and suggestions by September 26, 2025, via email to netbillingregulations@nerc.gov.ng

.“The commission is inviting the general public to provide comments on the draft net billing regulations, which can be accessed at https://nerc.gov.ng/wp-content/uploads/2025/09/Draft-Net-Billing-Regulations.pdf. All comments, submissions, and further inquiries should be directed to: netbillingregulations@nerc.gov.ng. Submissions can be made until 26 September 2025.
