In response to the recent proposal by Senator Rochas Okorocha for the abolition of House of Representatives, a senior lecturer with Abia State Polytechnic, Aba, Sir Tobias Amara, has advocated the scraping of both the House of Representatives and the 774 Local Government Areas in the country.

Amara, a Fellow of the Public Administration and Management Development Institute (PAMDI), said that aside scraping of the House of Representatives and Local Government Areas, one additional state should be created in the South East to ensure balance.

He further proposed the creation of one additional state for the geo-political zones while the states would be allowed free hand to create the number of local government areas they desire.

According to him, each state should produce three senators who will not play the dual roles of representing their senatorial districts but would also serve as the deputy governors of their various senatorial districts.

While he opined that the dual roles will bestow on the senator the opportunity of representing his people at the red chamber and serving as the liaison between his people at the state and federal levels, he proposes a part time legislative activities for the senators but can be remunerated appropriately at the state where he is the deputy governor.

Amara also advocated that the state can be run as a public enterprise by the federal government.

He said: “I advocate that states should be managed like public enterprises in which case their management is not left to the whims and caprices of the governor.

“The federal government should be represented in the management of the affairs of every state by a 6 or 9- man committee drawn from within and outside the state. This board will report the activities of the state to the Federal Executive Council on quarterly basis. The senators from each state can be invaluable in such committee for balance of power sake.”

Amara is of a firm belief that if his suggestions are implemented, the alleged impunity and rascality of the governors’ would be highly checked.
