On Palm Sunday, April 13, 2025, Pope Francis approved a new decree issued by the Dicastery for the Clergy, clarifying long-standing rules surrounding Mass intentions and offerings. The decree will take effect on Easter Sunday, April 20, and reemphasizes both the sacred value of having Masses celebrated for particular intentions and the pastoral care with which these intentions must be handled.

While the practice of Mass intentions is ancient?rooted in the early Church?s understanding of intercession, sacrifice, and communion?the need to regulate it dates back centuries. Repeatedly, the Magisterium has issued directives to prevent abuses, including the commercialization of offerings or a casual handling of intentions. The most notable modern instruction came in 1991 through the decree ?Mos iugiter?, which guided the proper handling of collective Masses and the faithful?s stipends.

This 2025 decree builds upon that tradition, reasserting the principle that the Eucharistic sacrifice must never be reduced to a transactional affair. While the faithful may continue to offer stipends as a sign of participation and support for the priestly ministry, the Church insists that such offerings must not be treated as payment, nor should the faithful be left uncertain about how their intentions are fulfilled.

Clarity on Collective Masses

A key feature of the new decree is its treatment of ?collective intentions??that is, the combining of multiple Mass offerings into a single celebration. While the Church permits this practice, it must only occur when the donors are clearly informed and have given their free and explicit consent. Moreover, such collective celebrations should be occasional, not routine.

It must be noted that In many parts of Africa, including Nigeria, the practice of grouping intentions into collective Masses has become commonplace. In some parishes, hundreds of names are submitted for weekend Masses?often without any explanation to the donors whether a full Mass will be said for each, or if the names will simply be mentioned during the Prayer of the Faithful. Many faithful, out of reverence or resignation, seldom ask questions. But the Church now insists: a name mentioned in passing is not the same as a Mass offered wholly for an intention. The difference is theological, spiritual, and pastoral.

Avoiding Abuse, Restoring Trust

The decree warns against substituting promised Masses with symbolic gestures or mere mentions during liturgies. Such practices, it states firmly, are ?gravely illicit.? At stake is not just liturgical integrity, but the trust of the faithful. The Dicastery calls on bishops to take active responsibility: catechizing parishioners, enforcing proper procedures, and ensuring transparent records of Mass offerings and celebrations.

The document also addresses the reality of economic hardship. Priests are encouraged to offer Masses for the poor, even without receiving a stipend. Bishops, in turn, may transfer excess intentions to dioceses or mission areas with fewer requests or greater need. This provision emphasizes that the Eucharist, though free, is not to be cheapened?nor should the poor be denied its full benefits.

A Continuing Challenge for Africa

Despite clear guidance, implementation remains a challenge in many African dioceses. Financial constraints, high demand, and pastoral workload often lead to shortcuts. But as the Church continues to grow on the continent, there is a pressing need to align daily practice with the richness of Catholic teaching. A well-celebrated Mass intention is more than a name on paper?it is a spiritual act of mercy, communion, and sacred participation in the sacrifice of Christ.

This latest decree from Rome is not simply a correction; it is a call to renewal. It reminds us, as priests and pastors, that the Eucharist is both a gift and a responsibility. And it urges the faithful to be aware, to ask questions, and to seek not just gestures of piety?but the fullness of the Church?s sacramental grace.
