The VAT is the only benefit accruing to the States where such ports are situated. So VAT should not be a federally collectible but state revenue. Federal government should make do with Company Income Tax revenue. VAT means Value Added Tax so the argument is where did they stay to add the value. It is the environment created by the state that made such added value possible.
