Whoever wrote this article is illiterate. Why is the word "cabals" in quotation marks? I'm sure this illiterate author doesn't know that the word is a normal English word and not slang or anything special. And the word is a collective noun. So one person can not be a cabal, just like one person can not be a choir, team, cult, or assembly. A person can only be a member of a cabal. Therefore, the use of the word "cabals" is wrong here.
